Function
| Vision |
Mission
The Ministry of Communication and Works (MCW)
is responsible for upgrading the quality and increasing the quantity
of infrastructure development projects and public utilities. These
involve providing good and safe road networks, developing and improving
port facilities, providing sufficient quality water, providing adequate
drainage and sewerage systems, and coordinating the functions of departments
under its ministry. The departments are the Public Works, Water, Sabah
State Railway, Sabah Ports and Harbour Departments, and Sabah Ports
Authority.

Function
The main functions of the Ministry are:
To give priority on the provision of good and safe road networks
both in the rural and urban areas linking all small and major
towns in the state.
To provide, develop and upgrade ports facilities in the state.
To give priority on the provision of adequate, high quality
water both in the rural and urban areas.
To encourage participation of Private Sector in the development
of efficient water supply system in both rural and particularly
in the urban areas and major towns in the state through State
Government privatization, in line with the national policy.
To provide adequate modern drainage and sewerage system in the
urban area up to the stage until the above responsibility is
handed over to the local government and their maintenance.
The Ministry serves as secretariat for the Public Infrastructures
Coordination Committee.
The Ministry also serves as a regulation body for the implementation
of Sabah Ducting System.
To coordinate (including monitor) activities and functions of
the Departments and Agencies under the Ministry in line with
the State Government Policy.
The Department and agencies are namely:
1. Public Works Department (P.W.D.)
2. Water Department (W.D.)
3. Sabah State Railway Department (S.R.D.)
4. Sabah Ports and Harbours Department (P&H.D.)
5. Sabah Ports Authority (S. P. A.)
The above responsibility and functions of the Ministry are in
line with the provision of the following Sabah State Ordinance.
1. Merchant Shipping Ordinance (No. 11 of 1960)
2. Water Supply Ordinance (No. 16 of 1961)
3. Sabah Ports Authority Enactment ( No. 9 of 1967)
4. Railways Ordinance ( Cap. 116)
To ensure adequate fund or allocation (supply and development
expenditure) is provided for the development of infrastructure
and utilities mentioned above.

Vision
"To upgrade quality and increase quantity

the State in tandem with the demand and requirement of industrial
development and rapid economic growth in line with vision 2020."

Mission
To provide infrastructure and public utilities
suitable for the current and future requirement as well as to
provide a safe and comfortable environment.
To implement all projects (assigned to the Ministry) through
the Department/Agencies completed in accordance within the specification
and the time frame given at reasonable cost.
To establish the recognition of all concerned that the work
force of the Ministry of Infrastructure Development and its
departments/agencies has the expertise, professionalism and
capability in all field of duty assigned to them to accomplish
the above projects.
