This Ministry equips the youth with skills, vocational training and entrepreneurship through formal courses; focuses on developing responsible, dynamic and leadership potential youths; and increases the performance of competitive sports. The goal is to build a disciplined and moral youth community that can contribute towards the development of a united nation and society.

Vision
In line with Malaysia's VISION 2020 (to attain a developed nation status by the year 2020), and Sabah's Outline Perspective Plan (SOPP), the Ministry of Culture, Youth and Sports' vision is to see that the society of Sabah become one that is both learned and cultured; this will ensure that our future generations will be productive and dynamic.

Mission
The mission of the Ministry of Culture, Youth and Sports is to bring about changes in the society, particularly among the youths in Sabah, so as to be strong and healthy, dynamic, productive, outgoing and forward-looking. These characteristics will be the foundation stone for the building of an ideal society which in turn will be the driving force in attaining our nation's vision.

Objectives
In order to fulfill its responsibilities and objectives, the Ministry of Culture, Youth and Sports is organized according to its principal functions. The Ministry is headed by a Minister who is assisted by an Assistant Minister. The permanent head of the Ministry is the Permanent Secretary who is assisted by three Assistant Permanent Secretaries and three Directors as follows:

* Assistant Permanent Secretary (Administration & Finance)
* Assistant Permanent Secretary (Research & Development)
* Assistant Permanent Secretary (Economic & Resources)
* Director (Culture Division)
* Director (Youth Division)
* Director (Sports Division)

The Ministry also has several Administration Offices at the regional and district levels such as West Coast, Sandakan, Tawau, Kudat and the Interior. The regional offices are headed by Culture, Youth and Sports Officers while at the district level the Ministry is served by Assistant Culture, Youth and Sports Officers.

The Ministry also has the following institutions under its care:

* The Department of Museum, Sabah
* The Sabah Sports Board
* The Youth Board

Function
The main functions of the Ministry of Culture, Youth and Sport are as follows:
1. To make and establish policies with regard to the implementation and operation of culture, youth and sport programmes;
2. To enforce polices, administration procedures in line with government polices and regulations;
3. To make, plan and formulate as well as coordinate all administration policies and programmes under the Ministry of Culture, Youth and Sports;
4. To administer all culture, youth and sports programmes at the state level;
5. To coordinate, supervise and evaluate the effectiveness of all related programmes;
6. To undertake discussions between senior officers in the Civil Service and senior officials in the Ministry;
7. To carry out visits to outside the state and country, particularly to ASEAN countries, to exchange ideas as well as to observe the implementation of culture, youth and sports programmes in the visited countries;
8. To carry out visits to observe and evaluate the implementation of programmes and projects of the Ministry; and
9. To undertake studies and research on the needs and requirements of policies and programmes of the Ministry.
