Functions
| Objectives |
Mission
The ministry seeks to improve the economic
and social well-being of and provide welfare services to the people,
while working towards creating a harmonious and stable community.
The Ministry is made up of the Social, Library, Voluntary, Anti-Drug
and National Integration Services. These strive to improve the socio-economic
standard, to ensure equal opportunity (for the poor, senior citizens,
disabled, needy children), to eradicate social illnesses, and to reduce
illiteracy.

Functions
Social
Services |
| 1. |
Plan
and execute duties concerning natural disasters. |
| 2. |
Implement
and administer senior citizens and general assistance schemes.

| 3. |
Administer the implementation of rehabilitation institutes.

| 4. |
Manage the finance and expenditure of the Welfare Services Department.

| 5. |
Manage and administer public collections/donations for charitable
welfare institutions. |
| 6. |
Assist the federal department and agencies
whenever required with regards to welfare
matters. |

To
issue directives and guidelines from time to time to guide the
state welfare services towards achieving goals. |
Library
Services |
| 1. |
To
ensure provision of quality state library services. |
| 2. |
Plan
and implement activities to reduce illiteracy. |
| 3. |
To
manage and control the expenditure and development of the state
library. |
| 4. |
To
issue directives and guidelines to the state library services
in order for it to achieve its goals. |
Voluntary
Organizations
To
provide services in the form of planning, formulation of regulations
and financial support.
Anti-Drug Services |
| 1. |
Plan
and implement anti-drug activities in accordance to the policies
of the state and federal government |
| 2. |
Manage
and control funding for the above mentioned. |
Social
Services Program
Formulate policies, plan and control government
funds to ensure proper implementation of social services programmes.
National
Integration
To ensure proper implementation of Sabah's
National Integration Unit programmes in accordance with the
National Integration programmes in order to create the Malaysian
Nation and achieve Vision 2020.

Objectives
To develop and improve the social-economic
standard of individuals, families and society.
To ensure equal opportunity is given to the less fortunate,
senior citizens, the poor, disabled and victims of social changes
by providing rehabilitation services, institutional services
and other facilities as required.
To ensure welfare services and protection are given to children
in need.
To ensure adequate financial assistance through Rehabilitation
Fund and certain schemes for the less fortunate and the needy.
To improve the quality of state welfare services by giving assistance
and support to voluntary bodies.
To create an independent society through social-economic activities
which emphasize on teamwork and local participation.
To eradicate social problems which will interfere with the harmony
and stability of family and society through counseling services.
To ensure smooth running of Anti-Drug Programmes for drug addicts.
To ensure adequate care is given to victims of social negligence,
abuse and vice through institutional services.
To reduce illiteracy and to ensure the channeling of knowledge
to the public through Library Services in addition to the services
provided by the Educational Institutions (Schools).
To ensure that the rural residents enjoy the Library Services
through the Rural Library Room Programme.
To ensure adequate financial aid is provided through the State
Social Programme as an effort from the government to lighten
the burden of parents and in helping to achieve high quality
education in rural areas.
To ensure that the implementation and operation of social welfare
and library services are in accordance to the guidelines of
The Ministry.

Mission
To create
a harmonious and stable community for the promotion of a State
and National Development by ensuring the adequate provision
of Welfare and Library Services.
Scope
To promote and improve the economic and
social well-being of the people; and
To provide welfare services to all Malaysians and permanent
residents in Sabah who are in need of such services.
